- Biography:
- Donna Kerr (b. 1944) is a scholar of philosophy and educational policy. During her 38-year career at the University of Washington, she was a university administrator and faculty member in the College of Education, specializing in educational leadership and policy studies. Beginning in 1983, she served as the Vice Provost for Academic Affairs and later the Director of Branch Campus Planning and Dean of the UW Branch Campuses. She led the development of the two new UW campuses until 1990, when UW Tacoma and UW Bothell opened. She subsequently returned to the College of Education and remained on the faculty until she retired in 2011. Kerr holds a PhD (1973) in Philosophy and Education from Columbia University. She was named the Distinguished Lecturer in Philosophy of Education in the American Educational Research Association in 2010.

- In this interview, Donna Kerr offers her insight into the landscape of higher education in the state of Washington with a focus on the 1980s, before the establishment of UW Tacoma and other University of Washington and Washington State University branch campuses. She recalls her work coordinating a study requested by the HEC Board to assess the educational needs in the central Puget Sound region, which led to an extensive analysis of the viability of UW branch campuses, known as the Kerr Report (1988). Recalling her work with community members, the media, and legislators, she discusses attitudes surrounding branch campuses, growth projections, business and political contexts, and the relationship between education and the workforce.
